Overview

Da Nang is building a city-wide "digital trust layer"

The city is combining three layers at once: a shared, city-run blockchain infrastructure (DNC-Chain), an international financial centre (Da Nang VIFC) oriented toward controlled testing of crypto/tokenised assets (TSMH) under Decree No. 323/2025/NĐ-CP, with a sandbox track still taking shape, and a private Web3 builder community that was already active in Da Nang before the policy framework matured. These three layers are converging faster through 2026.

Core infrastructure

DNC-Chain (Da Nang City Chain)

A city-level permissioned (access-controlled) Layer-1 blockchain, EVM-compatible, prioritising integration with Da Nang municipal systems and Vietnamese enterprises. It functions as a digital trust layer, recording verification proofs, document hashes, and timestamps that allow independent audit and integrity checks.

Core principles: business data remains in source systems; phased rollout under proper authority; mandatory information governance and cybersecurity controls.

National market context

Resolution No. 05/2025/NQ-CP — a 5-year pilot for a crypto-asset market; exchange licensing applications accepted from Jan 20, 2026. Minimum charter capital: approx. VND 10 trillion (~$392M at ~25,500 VND/USD).
Five applicants have passed initial review — VIXEX, SCEX (formerly LPEX), CAEX, TCEX, and Vietnam Digital Asset JSC — but no licences have been issued yet; the Deputy Minister of Finance has indicated Q3 2026 at the earliest for first operation.
Vietnam's RWA market is projected to reach USD 70–80bn by 2030; global RWA inflows grew roughly 300% in 2025 (VBA).
